Fill Permit Application

 A Fill Permit is required to perform the regrading of any property or importing of any fill material. The annual fee for a Fill Permit is $50, to be paid at the time of approval, in accordance with Bylaw #7080.

Fill permits will not be reviewed or approved for properties zoned Natural Environment, Wetland, Floodway, or Recreational unless otherwise approved by the conservation autority.

Site Plan Requirements

A site plan including the following is required for all fill permit submissions;

  • Property boundaries including any easements or rights of way
  • Location of any existing infrastructure or utilities (buildings, overhead lines, service connections, drains, watercourses, bodies of water, septic beds, significant trees, etc.)
  • Existing grades throughout property and 2m beyond property limits and proposed final grading
  • Proposed fill or removal areas 
  • Proposed grading of property
  • Proposed access/egress locations for performance of work
  • Proposed location of any temporary stockpiles
  • Location and details of sediment control measures
  • Proposed method of site drainage
  • Proposed method of restoration

Haul Route and Traffic Control Plan

A plan showing the proposed haul route for imported fill and any traffic control measures is required. All traffic control shall meet the requirements of MTO Traffic Manual Book 7.

Site Maintenance

Permit holders will be responsible to ensure that the area and roadways surrounding the project site are maintained in a neat and tidy condition and are not negatively impacted by the proposed work. The tracking of mud and/or debris from the project site is prohibited.

Dust Control

Permit holders will be responsible to take all necessary steps as may be required, to prevent dust nuisance from their operations, both on the site and within adjacent properties and rights-of-way.

Hours of Work

Permit holders will be responsible to ensure that all work is performed within the following times unless otherwise approved at the discretion of the Town Engineer.: 

  • Monday to Friday 7am to 8pm.
  • Saturday and Sunday 9am to 6pm.
  • No work on statuatory holidays.

Performance Securities and Insurance

A refundable performance security is required for all Fill Permits, in the amount determined at the discretion of the Town Engineer. 

Property owners shall notify their liability insurers and provide an endorsement company naming the Town of LaSalle as additionally insured.

I have read and understand the conditions of this fill permit. Further, I understand that noncompliance with any permit requirements will result in a stop work order and/or seizure of my performance security.

Please Note: The Town of LaSalle does not review applications on behalf of external agencies (i.e., ERCA, DFO, MECP, MNRF, ESA, etc.). It is the property owners responsibility to ensure that all applicable legislation is adhered to and that all necessary authorizations have been obtained.

Obtaining this permit does not preclude the proponent from having to secure any additional approvals necessary under other legislative requirements.
